The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the section. Also serves as Major Command (MAJCOM) headquarters level senior aircraft maintenance expert for development and coordination of policies/procedures.

Duties
Serves as the command lead for Maintenance Policy and Procedures.
Serves as the Logistics Directorate Functional Area Manager (FAM).
Serves as Major Command (MAJCOM) lead for the Maintenance Standard Evaluation Program (MSEP), conducts Staff Assistance Visits (SAV), and acts as the organization's Inspector General (IG) Gatekeeper.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the organization in a variety of installation and functional area meetings.
Logistics Organization/Manpower Management. Reviews and responds to unit requests for waivers and organizational change requests for accuracy and compliance with USSOCOM, Air Force, and AFSOC directives and requirements and provides recommendations for approval or disapproval.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of a wide range of principles, practices, and concepts involved in aircraft maintenance rules and procedures, aircraft characteristics, and aircraft systems to ensure regulatory compliance, evaluate operations, and meet resource requirements (e.g. manpower, equipment, facilities, funding) for program sustainment. Knowledge of planning, programming, and budgeting regulations, guidelines, and processes, and Air Force Special Operations Command (AFSOC's) facilities planning, acquisition, and management process to prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of defense aircraft maintenance program operations including methods, techniques, principles, and objectives in order to ensure appropriate procedures, policies, training, compliance, and resources for command-wide aircraft maintenance program management.
Knowledge of a wide range of qualitative and/or quantitative methods for the technical management, assessment, and improvement of command level plans and programs in the area of aircraft maintenance.
Ability to apply standard principles and concepts of logistics management to develop and execute plans which cover the life cycle of aircraft systems, sub-systems and airframe acquisition and sustainment; including practical knowledge of contractual processes, procedures, and technical requirements.
Ability to identify and analyze complex training problems and develop innovative solutions; and the use of automation software and related equipment.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
Leadership ability to plan, organize, supervise, and direct the functions and staff of a small organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
