This position is located the Department of Homeland Security, U. S. Coast Guard, Training Center Yorktown, Training Division, Performance System Branch, in Yorktown, VA.
Duties
This position will serve as a Training Specialist for Training Division professional services and will be responsible for planning, developing, and implementing training staff professional development as well as quality assurance for training assessment and evaluation requirements. This position will also be responsible for reviewing, analyzing, and evaluating Coast Guard resident training and distance learning material with regard to Coast Guard Policy and Mission training and will provide expert advice regarding the most efficient means of resident training and distance learning development and delivery.

Qualifications
Education
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.orSpecialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results.

Applicant must have one year of specialized experience equivalent to the GS-11 grade level (in the federal service). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Planning, develop, and implements training policy and procedures; curriculum committee, academic department head, or higher level instructor; conducts studies that evaluate and predict program achievements and student.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
