This position is in the National Nuclear Security Administration's (NNSA) Office of Infrastructure and Lifecycle Management (NA-91). The incumbent serves as a Program Analyst, Subject Matter Expert (SME), responsible for providing expert technical, analytical, and management advice to senior leaders in support of NA-90 lifecycle programs and operations and, at times, represents the Deputy Associate Administrator for Infrastructure and Lifecycle Management under the Office Infrastructure (NA-90).

Duties

As a Program Analyst you will: Facilitate NA-90's program and operations management processes by providing expert program, operations, and financial analysis and evaluation. Analyze NA-90 program, operational, and financial performance to identify inefficiencies; developing and implementing substantive and innovative solutions to complex programmatic, operational, and financial challenges to increase efficiency; and documenting and enforcing requirements for programmatic, operational, and financial excellence. Apply intensive knowledge of NA-90 program goals, strategic objectives, and plans to identify potential problems and propose new solutions.

Specialized Experience: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project Pay Band level in the Federal service, (i.e., NQ-03 or GS-14). Specialized experience for this position is defined as experience providing expert technical, analytical, and management advice, within the context of program management, operations, budget execution, and initiatives to senior management. Examples of Specialized Experience: Experience developing and implementing innovative and substantive solutions to improve efficiency and mitigate risk and provide guidance and advice to senior managers to enable mission results. Experience serving as a subject matter expert in the budget execution and funds distribution process. Experience developing and implementing solutions to complex budget execution issues, financial performance to inform decision makers.
