Duties
You will serve as a Management Analyst in the Assistant Secretary of the Navy (Research, Development and Acquisition), Navy International Programs Office (IPO).
You will be responsible for coordinating a variety of standard and non-standard Foreign Military Sales (FMS) cases and programs on behalf of Navy IPO.
You will apply administrative laws, policies, regulations, and precedents applicable to critically important programs.
You will serve as Navy IPO lead for directed Pre-Countersignature Meetings for all cases requiring Congressional Notification.
You will analyze and review Letter of Offer and Acceptance (LOA) data provided by United States Navy (USN) activities to ensure compliance with foreign customer requests and Security Assistance policies.
You will support that electronic and paper files are maintained for LOA documents ensuring case folders contain all relevant case documentation and offline packages are complete and submitted to Case Writing Division in a timely manner.
You will train newly assigned Management Analysts and provide expert guidance to Navy and Defense stakeholders regarding case development processes and requirements.
You will promulgate Department of the Navy (DON) and Navy IPO policies and procedures.
You will develop a variety of correspondence (e.g. command order/directives, standard operating procedures, reports, briefings, staff/talking papers, etc).
You will participate in Continuous Process Improvement (CPI) efforts to streamline LOA Development processes and reduce LOA Development timelines and rework.
You will develop, analyze, and utilize metrics for decision making, process improvement, and personal performance evaluation
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This a Defense Acquisition Workforce Improvement Act (DAWIA) position that requires a Program Management, Practitioner acquisition certification. The incumbent has 60 months to earn this certification.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC-4B2, Practitioner.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band NH-II in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience directing or leading highly challenging projects and programs;
Experience developing and implementing solutions to diverse, highly complex problems across multiple areas and disciplines;
Experience presenting briefings to obtain consensus/approval;
Experience reviewing and approving management reports or Foreign Military Sales documents for external distribution; and
Experience identifying and optimizing resources to accomplish multiple projects and programs goals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
This position does not allow the substitution of education for experience.
