As an IT Specialist (Applications Software) within the Office of Research Facilities (ORF), Division of Technical Resources (DTR), you will be responsible for providing technical oversight on coding, debugging, testing, and installation of new or modified software applications or programs. You will join an agile project team, holding responsibility as a technical project manager.
Duties
Plan and implement system integration and acceptance testing operations.
Ensure the development and delivery of quality software products.
Perform system software applications testing and develop overall testing plans, criteria, and specifications.
Conduct feasibility studies, the results of which could require the design and development of new systems, or major modifications to existing systems.
As project leader, serve as the principal liaison between the project team and the client; define the project goals and products; develop schedules, milestones and reporting procedures; perform system design, development, and implementation.
Plan and direct the systems analysis, design, programming, testing, and installation of proposed systems.
Investigate software architectures and development of methods to improve software reusability and portability.
Recommend and coordinate internal development of software in the areas that commercial software is not adequate or not available.
Requirements

Qualifications
In order to qualify for an IT Specialist (Applications Software) GS-2210 position at the GS-13 level, you must meet the following qualification requirements:
A. IT related experience and/or completion of specific, intensive training that demonstrates you possess each of the following four competencies:
Attention to Detail - is thorough when performing work and conscientious about attending to detail;
Customer Service - works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
Oral Communication - expresses information (for example, ideas or facts to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations;

B. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: approving code before deployment used in software/web applications built using common programming languages (e.g., JavaScript, Python, SQL, C, C#, Visual Basic, PHP); approving SQL data manipulation statements (SELECT, INSERT, UPDATE, and DELETE) and stored procedures used in software/web applications; validating that software/web applications meet system and customer requirements through various testing/acceptance procedures (unit, integration, functional, system, stress, performance, usability, acceptance, etc.); and, developing internal standard operating procedures on coding techniques, styles, documentation, and deployment releases.
