Duties
Typical work assignments include:
Serves as an Administrative Mission Support Specialist assigned to one of the ten Regional Offices providing and coordinating administrative and business support services to the Regional Office and Field personnel.
Assists the Regional Office and regional personnel with administrative tasks and assignments to include but not limited to, awards tracking and processing; records management; scheduling and meeting management (such as meeting minutes, meeting planning, conference planning, etc.); reports; visitor hosting; employee training requirements; credentials management; and IT equipment and capability needs.
Collaborates with regional counterparts and directly with CISA/IOD on the development and implementation of organizational operating procedures and the development of standard operating procedures within the regional office for all administrative processes and procedures.
Supports the development and implementation of administrative policy guidance and standing operating procedures and advises the Regional Leadership of the status of programs. Captures program metrics and milestones. Coordinates with other regional staff in capturing metrics and milestones.
Provides Executive Secretariat support within the Region. Assists Region leadership in receiving, reviewing, assigning, coordinating, and responding to all taskers assigned through the ExecSec process - to include coordinating and formulating Region responses, providing recommendations to leadership for consideration, and/or coordinating leadership reviews and approvals.
As a Regional Records Custodian, maintains the Records Program ensuring compliance with CISA and departmental policies and procedures. Works closely with the IOD Records Liaison to manage the regional file plan and any applicable records schedules, maintaining all appropriate and required records. Provides appropriate and role/user-based training, as needed.
Serves as a Regional Access Control Officer (RACO). Coordinates closely with the DHS and CISA Access Control Offices to facilitate the coding of PIV cards in the DHS/PACS system for access to the Regional Office spaces. Coordinates with GSA Building Management to facilitate the coding of staff PIV cards for building and elevator access in GSA-controlled spaces.
Supports Fleet Management activities within the Region. Handles day to day fleet management inquiries from the field and HQ.
Provides support to the regional Human Capital functions. This includes, but is not limited to, pay and personnel issues, hiring support, onboarding, off-boarding, awards and recognition, performance management, and timekeeping.
Primary Time and Attendance Timekeeper. Manages Time & Attendance requests, questions, and issues for regional office and field personnel.
Provides support to the management and execution of facility operations, asset/property management, and logistics support to the Region.
Serves as an authorized card holder for the Region's purchase card to support supply, procurement, training and other procurement-related or contracts management needs. Oversees assigned administrative activities to maintain supplies inventory, utilizing all required systems and procedures, and distribute all appropriate materials to staff as required. Oversees any shipping and receiving. Maintains shipping logs in accordance with defined procedures.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties:
Providing administrative and technical support to the organization through a wide range of mission support functions; and
Composing correspondence or other written materials that is sensitive or controversial for executive-level staff and high-level officials; and
Collecting, verifying, consolidating and reviewing a variety of administrative and statistical data in a field of administrative specialty (e.g. human capital, budget/finance, property/logistics, fleet, etc.) to prepare reports and briefings; and
Researching and/or analyzing stable or simple administrative and/or program issues; and
Maintaining records of suspense actions and tracking suspense status through an automated system.
OR
EDUCATION:
A. Master's or equivalent graduate degree from an accredited institution.
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
Planning and conducting management analysis projects and studies of a procedural or factual nature; and
Analyzing and evaluating business and management practices for application to agency programs or operations; and
Reviewing administrative program and policy changes to determine appropriate changes or corrective action required; and
Researching and analyzing complex administrative program issues and recommend changes to directives, instructions, policies, and processes; and
Participating in planning conferences with supervisory and program managers to provide necessary information pertaining to the full spectrum of administrative functions within the organization.
OR
EDUCATION:
A. Ph.D. or equivalent doctoral degree from an accredited institution.
OR
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.M. (Master of Laws) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
