You will serve as an IT SPECIALIST (PLCYPLN) within NAVAIRWARCENAC DIV.
This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will provide expert technical input on business and technical management decisions for successful execution of assigned Master Service Agreement (MSAs).
You will establish detailed initial and long-range technical design for assigned IT Master Service Agreements (MSAs).
You will apply tools and techniques of process identification and continuous improvement in addressing program management problems and issues relating to IT systems and environments.
You will evaluate, monitor, and ensure compliance with laws, regulations, policies, standards, and procedures.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 level expert within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to my experience demonstrating the four competencies above:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or DS-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Providing technical expertise in all IT functional areas, and ability to integrate this expertise with practical knowledge of the mission, objectives, and operations. 2.) Demonstrating technical knowledge of the architecture, procurement, and processes used by the NAVAIR community for information technology. 3.) Managing of all products and services that the position will be responsible for (Application Hosting and Software Development). 4.) Familiarity of customer relationship management, work ingestion, financial monitoring, configuration management, and requirements management processes. 5.) Developing and implementing a Product and Service Portfolio to provide the resources and processes to support Mission IT systems.
