Duties
WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER DIVISION?

Vacancies will be filled in the following specialty areas: Procurement.
The following are the duties of this position at the full working level.
Assignments span the acquisition life cycle from the initial planning through the description of technical requirements, market research, proposal evaluation, contract monitoring, performance assessment and problem resolution.
Monitors the cost, schedule, and performance parameters of all assigned contracts. Functions as a consultant working with program staff to identify program needs to accomplish Treasury/IRS mission requirements.
Coordinates with customers to identify resources, including funding, equipment, facilities and delivery or performance schedules and makes changes to the scope of work.
Reviews contractor payment requests and approves/recommends vendor payments based on delegated authority.
Prepares reports/correspondence for submission to upper management regarding the status of assigned projects. Assists in the development of requirements analysis, independent government cost estimates and cost benefit analysis.
Participates in benchmark testing of proposed systems to determine conformance with technical specifications.
Participates on source selection teams, task groups, and technical evaluation teams regarding specific technical aspects of customer programs.
Conducts briefings and prepares comprehensive reports to keep management advised of project plans and progress and to communicate findings and recommendations.
Performs other related duties as assigned.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level. To be qualifying, your experience must be sufficient to work with commonly used procurement regulations, technical specifications and contracting principles, including the latest procedures and techniques, to assist in the planning, development and implementation of technical aspects of initiatives and programs; Demonstrated efforts using commonly used contracting terms and conditions, non-complex technical specifications and source selection techniques employed in evaluation technical proposals; Ability to gather, assemble and analyze information to draw logical conclusions regarding technical information; Oral and written communications skills to assist Senior Specialists in preparing reports regarding the status of projects.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
