THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH MANAGER (TITLE 32), Position Description Number D2462000 and is part of the FL 125th FW, National Guard.
Duties
As a Safety and Occupational Health Manager, GS-0018-12, you will plan, direct, coordinate, and evaluate activities necessary to the overall management of a diverse occupational safety program. Review complex health and safety plans/programs and develop and issue instructions and procedures establishing technical and administrative safety and occupational health requirements which frequently become official policy and may impact a wide range of agency safety activities. Ensure and perform periodic inspections, assessments, evaluations, and surveys of facilities, equipment, and operations; and identify deficiencies in the program and variances to the standard(s) using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with safety and occupational health regulations. Evaluate a variety of complex, unconventional safety and occupational health problems or circumstances; determine risk assessment of the hazardous processes/conditions identified; and determine applicable methods and procedures for controlling or eliminating hazards. Plan alternative course of specialized action to resolve hazardous conditions and unsafe working practices, modifying and extending accepted principles and practices where available precedents are not directly applicable. Document and review inspection, assessment and evaluation findings, recommend or initiate appropriate program improvements based on findings, and prepare formal reports for dissemination to appropriate parties. Advise key commanders and managerial and executive personnel of courses of actions affecting facility operations, work processes, human-machine relationships, and environmental conditions which impact on the safety and efficiency of personnel and preservation of government property. Recommend appropriate measures to prevent unnecessary exposure and eliminate or control hazardous operating procedures. Ensure follow-up inspections are conducted and violations and hazards corrected.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

- May be required to successfully complete a probationary period.

Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.
MILTARY GRADES: Enlisted; E6 thru E8.
SPECIALIZED EXPERIENCE: GS-12 Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provides knowledge and/or experience education, or training performing industrial construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards and devise hazard control measures applicable to airport ground facilities and supporting industrial shops. Knowledge of psychological and physiological factors sufficient to develop a ground aviation safety education activity for supervisors and employees, to motivate maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modifications where required to achieve a safe working environment. Performed safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations. Performed aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes.
