These positions are located in the Health Resources and Services Administration, Bureau of Health Workforce. The duty location for this position is in Rockville, MD and is not eligible for remote work. There are two positions available in the following branches: Behavioral and Public Health Branch Advanced Nursing Education Branch **Applicants please note: Additional selections may be made across the Health Resources and Services Administration through this vacancy announcement.**

Duties

This position is a mission critical occupation for HRSA .This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Lead Public Health Analyst, you serve as a Team Lead and will be responsible for the planning, development and continuous evaluation of program operations and personnel to provide exemplary service to internal and external stakeholders. Your major duties and responsibilities include: Assisting in leading the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow and skill level. Monitoring and reporting on the status and progress of work, following-up on pending assignments and reviewing completed work. Facilitating initial conversation with the staff regarding missing deliverables, while also keeping the supervisor informed. Reviewing and evaluating established policies to determine appropriate changes and improve the efficiency of the current operations, performance of studies to eliminate duplication of effort and development of internal operating procedures, resolution of functional conflicts, and internal problems and recommendations on new approaches as necessary. Providing oversight for the entire continuum of grant processes for nursing or behavioral and public health workforce development programming. Providing oversight for the development of complex reports, documents, and papers that address complex multi-functional issues related to nursing, behavioral and public health workforce development. Requirements

  • U. S. Citizenship is required.
  • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: Developing and implementing work plans that include various elements of program management and administration (i.e., goal setting, timelines, milestones, etc.) for public health, behavioral health, or nursing workforce development programs. OR Identifying and implementing program policies and guidance to enhance the effectiveness of public health, behavioral health, or nursing workforce development programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets, and explains the impacts of health policies, proposals, and legislation on public health programs. GRANTS MANAGEMENT - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
