You will serve as an Administrative/Technical Specialist in the Data Management Branch, Cartridge and Propellant-Actuated Devices (CAD/PAD) Division, Systems Engineering Department of NAVSURFWARCEN IH DIV.

Duties

You will serve as the technical representative of the Contracting Officer in the monitoring of material and services contracts. You will provide liaison, as necessary, with respect to the specifications or statement of work to assure all work performed is within the scope of the contract. You will provide proper and appropriate oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions. You will communicate with the contracting officer on a routine basis regarding contractor oversight and performance and maintains required documentation to support monitoring. You will develop and maintain documentation to support monitoring Contractor performance, including COR Status Report(s), formal correspondence, invoice/voucher substantiation, monitoring contract deliverables, and issuance of Technical Instructions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will maintain training and certification currency required under NAVSEAINST 4200.17 (series).

Qualifications

For the NT-04 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing contract requirements to monitor contractor performance, develop reports, and ensure compliance with contract regulations, processes, terms, and conditions. For the NT-03 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05/08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing contract requirements to resolve issues and ensure compliance with contract regulations, processes, terms, and conditions. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NT-04 pay band:
  • Successful completion of a Ph.D. or equivalent doctoral degree; OR
  • Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
  • Successful completion of an LL.M. degree that is related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
For the NT-03 pay band:
  • Successful completion of a master's or equivalent graduate degree; OR
  • Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
  • Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
