Located in the Energetics Manufacturing Department, CAD/PAD & Double Base Propellant Division (M1)
Duties
You will serve as team lead responsible for reviewing the work of junior specialists at the branch level to assign tasks, train, and mentor.
You will work directly with the Branch Manager to determine workload and staffing requirements.
You will create and analyze data on the department procurement processes.
You will resolve disputes and verify funding.
You will ensure contractor performance.
You will review and approve invoices for payment and oversee all aspects of the CADPAD inventory and procurement systems.
You will serve as a senior specialist to interface between contracting officers (Code 02), procurement officers, comptroller’s office (Code 107), and the APC.
You will manage financial aspects of CADPAD throughout the total acquisition life cycle.
You will interpret and apply Fiscal and Appropriation laws, policies and directives.
You will advise acquisition decision makers (in concert with the BFM) on business and financial management after gathering technical input from Program Offices, Managers, Scientists, Engineers and technicians.
You will interface between contracting officers, procurement officers, and the APC on the conceptualization, initiation, design, development, test, contracting, production, deployment, modification, of systems, supplies, or services.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating the execution of contracts (e.g., large service contracting, simplified acquisition process, procurement request process, appropriations and inventory) to ensure compliance with financial and technical requirements for a weapon systems program.
