You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (PROCUREMENT LEAD/COR) in the EOD Department (D), EOD Information Management Division (D1), Business Operations Branch (D1B) of NAVSURFWARCEN IH DIV. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $153,354).

Duties

You will serve as Procurement Lead and Contracting Officer Representative (COR), as an advisor to project officials in procurement planning. You will train and mentor other procurement personnel and lead development of long-range acquisition plans and acquisition strategy, method of solicitation, most suitable type of contract, and projected lead time. You will develop Justifications and Authorizations for other than Open Competition, review Statement of Work, draft Determination and Findings, and other documentation or approvals to support the contracting process. You will serve as liaison with the contracting office, resolve contractual issues during contract performance, verify funding is applied to contracts, ensure adequate contract performance, and review and approve invoices for payment. You will provide recommendations to the contracting officer for contracting design, construction, modifications, and schedule related issues.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical guidance in areas such as contracting strategies or contract administration functions in support of mission requirements.
