You will serve as a PROGRAM ANALYST (BUILDING PARTNER CAPACITY (BPC) LONG-TERM SOLUTION (LTS) LEAD) in the Security Cooperation Data Management Directorate of Navy International Programs Office (NIPO).
Duties
You will serve as the senior advisor, senior action officer, and technical Subject Matter Expert (SME) responsible for overall planning, direction, and management of Navy Security Assistance/Security Cooperation (SA/SC).
You will serve as the senior advisor, senior action officer, and technical Subject Matter Expert (SME) responsible for overall planning, direction, and management of Foreign Military Sales (FMS), BPC programs, and policy for the initiatives assigned.
You will facilitate financial and operational policy updates related to funds distribution, case execution and close-out.
You will develop plans and techniques to fit new situations to improve overall programs and policies and establish precedents in the application of problem-solving techniques to enhance existing processes.
You will monitor implemented policies, procedures and initiatives using analytics and metrics to ensure intended results are in support of Navy IPO mission and strategic plans.
You will ensure the traceability of funding and ensuing financial transactions flow between Sea Services and Defense Security Cooperation Agency (DSCA) budgeting and accounting systems.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Level 1
- Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience interacting with senior levels of the US Government, industry, and foreign officials orally and in writing.
- Experience utilizing basic office computer software to perform reviews, analytics and document preparation using IT tools such as MS Excel, Power Point, Word or similar software / database tools.
- Experience with Congressional, State, Office of the Secretary of Defense (OSD), and Navy policies with regard to Foreign Military Sales (FMS)/Building Partner Capacity (BPC), leases, grants, and weapons transfer initiatives under the Security Assistance (SA) program(s) managed under the Navy Implementing Agency (IA) authorities.
