This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Position is responsible for the overall planning, direction, and administration of a variety of information technology (IT) programs.
This position is subject to a salary control point equivalent to the GS-14, step 10 base salary.
Duties
Represent administrative and technical specialists who perform unique IT works of exceptional difficulty and responsibility.
Evaluate new systems engineering technologies and their effect on the operating environment, ensuring information security/information assurance policies, principles, and practices are an integral element of the operating environment.
Manage the daily operations through direction of work for IT policy, IT acquisition, IT strategic planning for process improvement of operating systems/architecture/infrastructure
Coordinate and interface with DoD, DA and other external Army organizations on strategic planning which affect long-term IT business practice improvements, automation initiatives.
Plan work to be accomplished by subordinates, setting priorities and scheduling completion.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- One year trial/probationary period may be required.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Temporary duty (TDY) travel may be required up to 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 60 months of entrance on duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
SPECIALIZED EXPERIENCE: One year of specialized experience which includes:1) Mastery knowledge of ICAM and Zero Trust principles; 2) Mastery knowledge of advanced enterprise architecture principles, concepts, methods, standards, and practices with agile acquisition project management methods in order to develop policies, procedures, and strategies governing the planning and delivery of services; 3) Comprehensive knowledge of the Army business processes and architecture design; 4) Mastery knowledge of IT systems security principles, concepts, and methods; 5) Expert knowledge of the interrelationships of multiple IT specialties, project management principles, emerging technologies, and IT architecture to provide solutions on key issues concerning integration and interoperability; and 6) Ability to lead, guide, and mentor to perform the full range of administrative and technical supervisory duties; ensure a cooperative teamwork environment; and achieve organizational goals.
This typically includes work performed at the next lower grade/level NH-03(GS-13) position in the federal service.
