The primary purpose of this position is to provide a variety of specialized technical and investigative work associated with Complaints, Review, and Oversight functions within a Major Commands (MAJCOM) Inspector General office. Duties

Participates in the development, review, and implementation of USSOCOM Inspector General (IG) policies and procedures. Provides guidance on procedures and processes for processing complaints, Fraud, Waste, and Abuse (FWA) disclosures, Congressional, etc., to Inspectors General (IG) at the four USSOCOM Head Quarters (HQ), Special Operations Force (SOF) Service Components, and the Joint Special Operations Command; plus Commanders/Chiefs of Staff at the seven globally displaced Theater Special Operations Commands (TSOCs). Conducts investigations of complaints and resulting investigations that cover a diverse range of subjects and Allegations in such areas as operations, logistics, personnel, finance, civil engineering, training, and health care, and ranging from simple inquiries to very complex issues that may result in further investigative matters that grow from the original complaint. Manages the Freedom of Information Act/Privacy Act release of IG records. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmed view point to ensure overall information protection requirements meet mission requirements.

  • (cont'd) from the use of illegal drugs and (B) if requested, to submit to urinalysis testing. The incumbent must sign a statement acknowledging the position occupied is a TDP.
  • Must have a Special Sensitive/SCI security clearance and maintain such. Incumbent has recurring access to classified information.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the laws, regulations, Executive Orders, court decisions, and issues related to the IG complaints process, Fraud, Waste, and Abuse disclosures, the Freedom of Information Act, and Privacy Act and the skill to apply this knowledge to a variety of difficult and complex work assignments dealing with complex or sensitive investigations of complaints and inquiries, and advising installation level Inspector General personnel accordingly. Knowledge of various military and civilian programs such as those concerning assignments, promotion, training, pay, equal opportunity/treatment, etc., and skill in applying analytical techniques to issues and customs encountered in United States special Operations Command (USSOCOM's) Joint military and civilian work force, such as those concerning assignments, promotion, training, pay, equal opportunity/treatment; and investigations of various kinds of complex complaints, inquiries, requests for substantive information concerning Joint and Service programs and operations, and resolve or recommend appropriate disposition. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of investigative techniques, principles, and procedures to provide advice and assistance to installation level Inspector General personnel, and conduct investigations of allegations of fraud, waste, and abuse or other complaints of wrong doing or inappropriate behavior on the part of Federal activities. Knowledge of the Freedom of Information and Privacy Acts. Skill in planning and conducting interviews, inspections, and investigations. Ability to research, interpret, analyze, and apply regulations, policies, and directives pertaining to the Air Force complaints and investigation programs. Ability to communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
