The primary purpose of this position is to provide Sensitive Activities Subject Matter Expertise to the activities of the Special Diligence Team to provide for the conduct of reviews, inspections, audits and investigations of the United States Special Operations Command (USSOCOM).

Duties

As a Senior Oversight/Investigations Specialist of the Special Diligence Team, Command Operations Review Board (CORB), serves as the lead coordinator and maintains awareness of all external reviews of USSOCOM sensitive activities, ensuring that USSOCOM's interests are accommodated, and that participation by, or support from, USSOCOM is incorporated, as appropriate. Develops, promulgates and implements policies and procedures for the collection, compilation, and analysis of all audits, investigation and inquiry results concerning USSOCOM's sensitive activities and the monitoring, resolution and reporting of related actions. Evaluates the results of all audits, inspections and investigations of USSOCOM sensitive activities and related inquiries to identify lessons learned which may have enterprise-wide applicability. Produces reviews, inspections and investigations. Independently plans, organizes and conducts reviews and inspections, and when directed, investigations, of sensitive organizations to ensure that their programs and activities are conducted in accordance with their authorizing documents, charters, and specific limitations imposed by Commander, USSOCOM, or higher authority. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic viewpoint to ensure overall information protection requirements meet mission requirements.

  • The incumbent must have and maintain Top Secret clearance eligibility with Sensitive Compartmented Information access, based upon a Single Scope Background Investigation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of federal laws, Executive Orders, Intelligence Community and DoD regulations, policies, concepts and procedures and execute orders relating to the planning, approval, conduct, reporting and oversight of clandestine and low-visability operations and intelligence activities, and support to those activities, conducted by DoD personnel and their agents. Mastery knowledge of the organization, structure, missions, functions and capabilities of USSOCOM headquarters and the USSOCOM Service Components and Sub-unified Commands and the ability to effectively coordinate across command and program lines to facilitate accomplishment of oversight and reporting requirements. Expert knowledge of the conduct and findings of major investigations, inspections, audits, and remedial actions related to USSOCOM Sensitive Activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of policies and procedures (including Intelligence Community, DoD and USSOCOM) governing the conduct of audits, investigations, and inquiries of USSOCOM's sensitive activities and the compilation and evaluation of the results in order to identify and document lessons learned which may have enterprise-wide applicability. 2. Knowledge and understanding of the authorities, responsibilities, policies and procedures of the President's Intelligence Oversight Board; Congressional Committees; the Undersecretary of Defense (Intelligence) (USD(I)); the Undersecretary of Defense (Policy) (USD(P)); USSOCOM Sensitive Activities Oversight Council (SAOC), Security Working Group (SWG) and Insider threat Working Group (ITWG) necessary to coordinate with, and support the requirements of, those organizations and responds to their inquiries. 3. Knowledge of information, industrial and personal security regulations, practices and procedures related to Sensitive Compartmented Information, Special Access Programs, clandestine operations and other sensitive activities for implementation by USSOCOM or higher authority. 4. Analytical ability necessary to apply complex statutory and regulatory requirements to extremely sensitive, highly classified Special Operations and Intelligence Activities, evaluate results, and develop conclusions and recommendations. 5. Ability to establish, maintain and effectively utilize a network of contacts throughout the DoD oversight community and other government agencies, including the Federal Bureau of Investigations, Federal Aviation Administration and Internal Revenue Service. 6. Skill and ability in making oral presentations and conducting meetings in order to effectively communicate within various levels of the Command, Office of the Secretary of Defense, and other government agencies. Skill in written and oral communications commensurate with the requirement to coordinate with general officers and distinguished civilians with whom frequent contact is required, including maintaining successful professional relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
