The primary purpose of this position is to serve as Executive Director responsible for formulating program goals, plans, and policies for the directorate's mission. Exercises first and second-level supervisory and managerial authorities over U.S. Special Operations Command Inspector General (IG) civilian, military, and contractor personnel.
Duties
As Executive Director, senior Inspector General (IG) civilian and principal advisor to the USSOCOM Commander, plans, organizes, and manages the activities of the Inspector General.
Special projects, other critical initiatives, and high-level representation.
Exercises supervisory personnel management responsibilities.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of the practices, principles, and theories of the Department of Defense, Joint and Service Inspectors General, and functional interrelationships among command missions, programs, systems, procedures, activities, and the regulatory framework in which they operate to develop and implement headquarters and enterprise-wide policies, programs, procedures. Extensive knowledge in planning special and general inspections, leading inspection teams comprised of members from different organizations and commands and preparing oral and written reports summarizing inspection findings; knowledge in investigative techniques, principles, and procedures to direct or conduct investigations that identify Fraud, Waste and Abuse; to develop investigative plans; to conduct inspector general investigations; and to prepare accurate, unbiased reports of investigation supported by legally substantiated evidence. Knowledge of personnel management, Equal Employment Opportunity (EEO), and safety and security regulations, practices, and procedures and the ability to plan, organize, and direct the functions and staff of an organization; and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources; critical as well is the ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues. Comprehensive knowledge of the missions, functions, responsibilities, organizations, procedures, goals, and objectives of Headquarters United States Special Operations Command (HQ USSOCOM), Department of Defense, ASD-SO/LIC, the Joint Staff, Joint Task Forces, and Services. Extensive knowledge and experience with Special Operations, as well as combat and non-combat operations and Overseas Contingency Operations (OCO) sufficient to oversee Joint Inspector General operations planning in support of the Global Combatant Commands.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Skilled in research, interpreting, analyzing, and applying regulations, policies, and directives pertaining to the Department of Defense, Joint operations, and strategic in handling varied, complex issues such as congressional inquiries, Fraud, Waste and Abuse complaints, inspector general complaints and allegations against senior officials, Intelligence Oversight, Internal Unit Management Control measures, and Whistleblower Reprisal.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
