The primary purpose of this position is to serve as a senior level combatant command staff officer performing a variety of specialized technical and investigative work associated primarily with external assessments and audits.

Duties

Acts as an Inspector General senior staff officer for external assessments and audits. Responsible for conducting a full range of Inspector General (IG) investigations and assistance support services. Act as a team leader of the USCENTCOM command inspections program.

  • This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of (con't)
  • (con't) illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

  • (con't) an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series, 1801 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of U.S. Code, Law, Presidential Executive Orders, DoD, Joint and Service directives, regulations, policies, and precedents and the skill to apply this knowledge and theories to a variety of difficult and complex work assignments dealing with complex or sensitive assessments, audits, inspections, investigations, inquiries, and advising USCENTCOM Inspector General, Chief of Staff and Commander accordingly. Knowledge of the nature of operations and activities of the Department of Defense Hotline, Fraud, Waste, and Abuse, Intelligence Oversight, and Internal Management Control programs. Knowledge of various military and civilian programs such as those concerning assignments, promotion, training, pay, equal opportunity/treatment, etc., and skill in applying analytical techniques to issues and customs encountered in the DoD, Joint and Service military and civilian work force. Knowledge and skill to plan, organize, and coordinate special inspections; consolidate individual inspection reports; identify problems; apply the methodology practices and techniques of fact-finding and analysis of the data gathered to develop supporting recommendations; and consolidate and forward finds to the appropriate level of command. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the functions of the Inspector General and functional interrelationships among command missions, program, systems, procedures, activities, and the regulatory framework in which they operate to develop and implement companywide policies, programs, procedures. Comprehensive knowledge of investigative techniques, principles and procedures to direct or conduct investigations that identify Fraud, Waste and Abuse; to develop investigative plans; to conduct IG investigations; and to prepare accurate, unbiased reports of investigation supported by legally substantiated evidence. Skill in gaining and applying know ledge of organizational functions, procedures and regulations and in apply management engineering principles and financial management concepts in the development of recommendations for the improvement of organizations programs. Skilled in planning special and general inspections and in leading inspection teams comprised of members from different organizations and command and in preparing oral and written reports that summarize inspection findings. Ability to research, interpret, analyze, and apply regulations, policies, and directives pertaining to the Department of Defense, Joint operations and strategies for handling varied complex issues such as congressional inquiries, Fraud, Waste and Abuse complaints, IG complaints and allegations against senior officials. Ability to communicate orally and in writing to a Senior Staff Officer level of performance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
