The primary purpose of this position, Supervisory Budget Analyst, GS 560-13 is to serve as the first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Headquarters, Utah Test and Training Range, Resource Management Flight.

Duties

Plan, organize, and direct the activities of Resource Management Flight, ensuring that budget analysis estimates and program administration complies with legal regulatory requirements and meets customer needs. Exercise supervisory personnel management responsibilities. Represent Utah Test and Training Range with a variety of installation and functional area organizations. Responsible for the development of the Unit POM, Budget, Execution plan, and Reimbursable program. Provide a broad range of financial advice and reports to leadership personnel.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes preparing detailed analyses and estimates of annual funding needs for one or more future budget years. Knowledge of concepts, principles, practices, laws, and regulations of financial and personnel management. Knowledge of complex administrative, technical and professional services directly affecting a large/complex multi-mission military facility. Ability to serve as authoritative source of financial advice and technical authority on the development and implementation of the Program Objective Memorandum (POM), Budget, and Execution plan as well as plan, design, and distribute work to subordinate analysts and technical specialists. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of budget policies, practices, regulations and laws concerning the financial management processes with knowledge of a wide range of cost, accounting, budgetary and financial analyses. 2. Knowledge of safety and security regulations, practices and procedures. 3. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Skill in applying financial policies, common financial practices and overall financial management. Skill in presenting and defending financial and budgetary recommendations to managers at all echelons. 6. Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents including DoD budget and financial management regulations, OMB Circulars, MRTFB Charging Policies and Congressional legislation. 7. Skill in applying financial policies, common financial practices and overall financial management. Skill in presenting and defending financial and budgetary recommendations to managers at all echelons. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program within 24 months of appointment. PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books; No special physical demands are required to perform the work. WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated. However, the incumbent may be required to move from one issue to the next, with many distractions, which may include but are not limited to noise in the production area.
