About the Position: To serve as a resources advisor/budget analyst performing day-to-day control and management involving the formulation, execution, and/or analysis of the organization's budget and funding requirements. This is a Direct Hire Solicitation

Duties

Use computer software programs to produce budget reports, plans, schedules and facilitate analyses of budget information. Serve as a resources advisor/budget analyst conducting day-to-day control and management involving the formulation, execution, and/or analysis of budget and funding requirements. Work with supervisors/managers in the utilization of resources, resolving problems, and determining funding/resource requirements. Conduct budget formulation work involving review and preparation of budget estimates and financial plans. Conduct budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Provide advice, assistance, and guidance on budgeting and related information such as types of funding available, budgetary change effects and status/use of funds.

Requirements

• Must possess or be able to obtain and maintain a Tier 3 Secret security clearance.
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
• May be required to work extended or other than normal duty hours to include evenings and weekends.
• May work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
• This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Wil be required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually,
• This is a DOD Financial Management Level 1 position. You must complete training and meet position requirements for certification at Level 1 within 2 years of appointment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes conducting budget formulation and execution to determine funding allocations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration and/or Finance. OR Combination: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
