The primary purpose of this position, Budget Analyst, GS-0560-09 is to plan and manage squadron resources including budget, manning, equipment, and facilities, to facilitate operational requirements by advising the squadron commander and staff, and manage funding requirements to support training missions.
Duties
Plan and manage total support requirements (i.e., personnel, equipment, facilities, budget, and other resource requirements) for a specialty area which includes several courses.
Identifies and develops solutions to resources/requirements problems.
Serve as Instructional System Development (ISD) consultant for the training squadron, providing professional instructional systems advisory services to production teams and managers.
Prepare, document and review the technical and economic data to support the acquisition of instructional systems and services.
Accomplish special projects.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of installation budget and finance regulations, procedures and processes for budget formulation to function effectively; Knowledge of, and skill in applying, commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods of serviced components sufficient to function effectively. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Successfully completed a Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of 1 full year of graduate level education; or superior academic achievement may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of training administration, policies, and procedures.
2. Knowledge of training resources programs, principles and policies.
3. Ability to work harmoniously with all levels of personnel within the component.
4. Ability to establish program objectives and to assess progress toward their achievement.
5. Ability to effectively communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
