This position is inside the bargaining unit.
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.
Duties include but are not limited to:
Performs a wide range of technical, administrative, analytical, and coordination duties connected with the formulation, justification, presentation, execution, and review of salaries and expenses and reimbursable budgets for the Bureau of Labor Statics (BLS).
Oversees the formulation and preparation of the overall resources required to support BLS; and prepares BLS budget submissions, financial plans, and financial information reports required by DOL, the Office of Management and Budget (OMB), and Congress.
Develops informational materials and makes presentations on the budget process and the functions of the Division, and coordinates, creates, and reviews briefing packets for the Commissioner's budget hearings and meetings, such as meetings with the DOL Secretary and Deputy Secretary, and the OMB examiner.
Provides leadership and staff guidance to BLS offices on the establishment and administration of budget and financial management functions and ensures the provision of customer service to BLS program offices and BLS support offices.
Coordinates resource planning, allocation, and usage, and engages in ongoing review and analysis of BLS spending and creation of regular reports for high-level OA and BLS staff.
Requirements

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the federal service. This one year of specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples include the following:
Long-range budget planning such as making recommendations to management on implications of budgetary decisions in current and future years,
Developing budget formulation,
Preparing and presenting reports to other Federal agencies and Congress on the status and use of appropriated funds.
