Serves as a Learning & Development Specialist responsible for collaborating with the Learning Officer on agency-wide performance and learning programs. This position supports all FCA learning and development programs and resources and manages blended learning services that address workforce development and continuing education needs across all disciplines and all levels of the organization for the Farm Credit Administration (FCA) employees. This position is located in McLean, Virginia.
Duties
Supports delivery of performance and learning programs and policies across the FCA to meet agency strategic objectives.
Implements, updates, communicates and documents an Agency-wide competency model supporting both performance and learning goals to meet individual and organizational requirements.
Coordinates with limited guidance in partnership with key Office of Agency Services (OAS) staff efforts to continuously improve learning and development programs through a structured evaluation, selection, development and delivery of content that addresses the principles of adult learning, industry best practice, and all applicable legal and federal regulation.
Builds collaborative and effective relationships with internal and external stakeholders to facilitate mutually beneficial outcomes. Works closely with the Learning Officer, Associate Director of Learning and Organizational Change, OAS senior staff as well as with senior leadership across the agency to support broader FCA human capital goals and requirements.
Implements with limited guidance the methods and technology systems needed to provide a fully blended approach to learning management and to ensure the quality delivery of performance and learning management across a diverse and distributed workforce.
Collaborates and coordinates with the Learning Officer to provide analyses and insights in developing and updating the FCA Human Capital Plan and supports the planning, budgeting, managing, controlling, directing, and coordinating of learning and performance management resources.
Supports the selection, deployment and evaluation of training vendors within the Agency; includes vendor sourcing, selection, creation of service agreements, payment method and evaluation of effectiveness.
Requirements
- Must be a U.S. citizen.
- One year probationary period, unless previously served.
- Suitability for Federal employment, as determined by a background investigation.
- Males born after 12-31-59 must be registered for Selective Service.

Qualifications
You may qualify at the VH-35 (GS-09) band level if you fulfill one of the following qualification requirements:
One year of specialized experience equivalent to the VH-34 (GS-07) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position includes applying human resource development learning theories and principles to plan learning and development programs for blended learning services that address workforce development and continuing education needs; OR
A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR
A combination of education and experience as listed above.
You may qualify at the VH-37 (GS-11) band level, if you fulfill one of the following qualification requirements:
One year of specialized experience equivalent to the VH-35 (GS-09) band level in the Federal service.. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position includes applying human resource development learning theories and principles to administer learning and development programs for blended learning services that address workforce development and continuing education needs; OR
A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR
A combination of education and experience as listed above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
