The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Manage, lead, and oversee staff in the development and management of complex Human Capital (HC) projects or programs; oversee day-to-day operations of the Recruitment Group's Joint Duty and Outreach/Recruitment teams. Serve as an expert liaison; listen to and understand the needs of the organization. Tailor programs, methods, policies, and procedures to ensure they fully meet the organization's staffing needs and overall mission. Oversee, lead, or manage staff in planning, developing, and presenting expert, authoritative written products and oral briefings to customers at all levels. Ensure that written products and oral briefing are tailored to and in alignment with overall IC or ODNI mission objectives and customer needs. Lead and oversee staff in the development of strategic and tactical plans to support HC program initiatives; guide and lead staff in the development, implementation, evaluation of HC programs in response to IC or ODNI directives and/or mission requirements. Lead, cultivate, and maintain productive working relationships with IC HC leadership, HR experts, and ODNI senior leadership to share information of interest, explain the specifics of HC programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on professional development. Incorporate effective management techniques to motivate, mentor, and promote a culture of knowledge sharing and teamwork.

Qualifications

Mandatory Requirements: Expert knowledge of the mission, charter, roles and responsibilities of ODNI and/or of individual IC organizations. Extensive knowledge of Federal, IC, and/or ODNI HC and HR regulations, policies, and unique authorities in order to address organizational/business issues and questions. Extensive knowledge of best Human Resources practices to optimize mission effectiveness and efficiency. Exceptional interpersonal, communication, and networking skills, and superior ability to build and sustain professional networks. Extensive program management, analytic, and critical thinking skills, including the ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation of HC programs. Extensive ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem-solving skills. Expert oral and written communication skills, including the ability to clearly convey complex information to audiences of all levels. Superior ability to listen to, clarify, and convey an understanding of others' ideas, comments, and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Desired Requirements: Experience with outreach and recruitment efforts and events. Understanding of the ODNI Joint Duty Program.
