About the Position: This position is with the Defense Health Agency Assistant Healthcare Administration Financial Operations Direct Care Financial Management, Financial Support Desk in Fort Sam Houston, TX.

Duties

Research, compiles and summarizes data involving obligations, expenses and object class/line item information, narrative information, and quantitative budgetary data for use in preparing budget estimates. Compare obligations and expenditures and identifies conditions of over or under obligation of funds; develops recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding. Serve as liaison between program managers and their representatives, the budget division and other staff offices connected with the budgetary process. Conduct budget-related training on budget processes, procedures, requirements etc. and provides organizational personnel with sufficient information and knowledge to accomplish objectives.

Requirements

  • This position requires the incumbent be able to obtain and maintain a NACI clearance.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 3 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
  • Approximately 5% travel may be required. Travel may involve local, and or overnight.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: Assessing the long-term effects of budget guidelines on assigned programs; evaluate the significance of conflicting program and budget data; performing budget execution work during the execution phase involving the monitoring of incurred and actual expenditures of a budget with different sources of funding. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionDecision SupportFinancial Stewardship Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
