This position is located in the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serving as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD). This position will provide legislative expertise and Congressional analysis to the Under Secretary.
Duties
The incumbent is responsible for nurturing positive, non-partisan relationships with Members of Congress, particularly those serving on defense oversight committees, as well as their professional and personal staff.
Ensures that OUSD leadership are well-informed about the legislative landscape.
By analyzing discussions, actions from hearings, draft legislation, and media sources, the incumbent assists in shaping congressional communication engagement strategy
Maintains an expert-level understanding of the Congressional Appropriations Committee processes, and the development of the National Defense Authorization Act (NDAA) by the House Armed Services Committee and Senate Armed Services Committee.
Leading the analysis of congressional news sources to identify relevant Members and staff, pertinent House of Representatives and Senate committees and subcommittees, and congressional developments that impact OUSD missions, programs, and activities.

Qualified applicants must possess:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade NH-II (GS-09/11)within the Federal service, or at the NH-II (GS-09/11)level if outside the Federal service which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience drafting and preparing a variety of congressional reports, proposals, and communications; managing legislative systems, and providing direct support to congressional staff.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
