As Project Management Branch Manager, you direct and administer the requirements, design, construction and close-out phases for construction projects in leased space. Location of position: Public Buildings Service, Leasing Division to be filled in one of the following locations: Anchorage, AK; Boise, ID; Portland, OR; Spokane, WA; or Tacoma, WA. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Supervises project managers and other support personnel with overall responsibility to administer, control, direct and manage the design and construction delivery of projects in leased space for GSA and other Federal agencies. Provides an overall management system for Project Managers to work independently and assures that project and acquisition plans are developed and implemented. Through coordination with partner branches and divisions, ensures procurement process and requirements support and complement project delivery. Translates Public Buildings Service (PBS) and Division goals into objectives for the Branch and measures achievement of those goals against established benchmarks. Confers with the Director about processes, staff resources, and innovative ideas to exceed goals and align business practices with PBS initiatives and private industry changes. Provides direction and policy on project management principles and coordinates initiatives and changes in business practices. Applies general leadership skills and experience in collaboration with other PBS Leadership Team (PLT) members to identify and resolve operational level challenges that may be outside of direct areas of responsibility. Ensures that personal and PLT actions align with and support Regional Operating Principles. Builds, leads, and maintains a diverse team of professionals throughout long and complex project lifecycles, ensuring all team members and stakeholders participate efficiently and effectively to achieve the common goal of successful project completion. Translates technical solutions into program objectives and supervises their implementation as standard procedures. Performs negotiation techniques to meet and consult with representatives of the private sector and with government experts or managers, in order to procure professional services and conduct post award negotiations such as supplemental agreements, or contract changes or contract modifications.

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Register with the Selective Service if you are a male born after 12/31/1959

Qualifications

The GS-14 salary range starts at $138,035 (Anchorage), $122,198 (Boise), $122,575 (Spokane), $131,445 (Portland) or $136,832 (Tacoma) per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience supervising and managing a branch, section or organization that included strategic planning, operations management, business development, and service delivery. Technical expertise is required in one or more of the following: real estate development, building design, construction, project management of facilities. Experience communicating with internal and external customers to provide technical information and analysis on the activities of the branch. Experience must also have demonstrated customer relationship management and support to manage programs and projects at the branch level or higher. Demonstrated project management experience for multiple projects.
