About the Position: This Program Analysis Officer position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), PMO Tactical Network, Business Management Division, located in APG, MD.
Duties
Interprets and ensures consistent application of PEO policy.
Provides general and specific management oversight of subordinates regarding assigned program initiatives, to ensure effective program implementation and consistency with existing policies on a long-term basis.
Responsible for the overall planning, direction, and success of substantial programs, systems development efforts, acquisition, and research and development technology initiatives that have great significance to the PEO/PM and/or DA.
Performs the full range of administrative and technical supervisory duties.
Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel and/or instruction to subordinates; interviews and recommends selection of candidates for positions; hears and resolves complaints.
Develops and presents convincing oral/written presentations to all levels of government and industry management.
Analyzes, coordinates, and recommends proposals and revisions to DoD, other/joint service, DA or
industry initiatives and policies for assigned programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Advanced certification in the Acquisition Career Field Business - Financial Management (BUS-FM) within 48 months of entrance on duty.
- Business travel required up to 25% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- One year supervisory probationary may be required.
- This is a FINANCIAL MANAGEMENT Level 3 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Specialized Experience: One year of specialized experience is defined as: 1) Manage all aspects of defense acquisition lifecycle for assigned programs to include resource planning, programming, budgeting and execution; 2) Advises management in all areas of business financial management to include contracting, cost, program analysis and budget execution; and 3) Provide senior level guidance and advice to business financial team ensuring that all business financial tasks are complete. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
