This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as the Program Manager and as lead for Defense Security Cooperation Agency's (DSCA) role as Executive Agent of the Regional Center (RC) program and leads DSCA efforts to coordinate and synergize RC activities with those of other DSCA institutional capacity building (ICB) providers.
Duties
As a PROGRAM MANAGER at the GS-0340-14 some of your typical work assignments may include:
Manages the planning, coordination, and implementation of DSCA's Executive Agent responsibilities of the RC enterprise ensuring all program activities are properly coordinated.
Serves as the subject matter expert for the administration and management of the RCs to support stakeholders in supervisory, oversight, and policymaking responsibilities.
Coordinates the development and submission of both annual and two-year program plans to include a detailed budget.
Researches and investigates new or improved business and management practices across assigned programs to enhance DSCA's administration and execution of RCs, and other assigned ICB programs or operations.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems to prevent waste as a result of overlap or duplication.

Qualifications
You may qualify at the GS-14 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Implement and coordinate Security Cooperation international military training and education program policies and activities
Analyze program performance and recommend solutions to enhance program administration
Coordinate with security cooperation entities to share best practices to enhance international military training and education program objectives
Develop reporting systems for data gathering and analytical techniques to provide information for future program planning.

Substitution of education may not be used in lieu of specialized experience for this grade level.
