The primary purpose of this position is to serve as the Headquarter (HQ), Air National Guard (ANG) Chief, Occupational Safety Division. This position involves managerial, supervisory, and individual technical duties with responsibility for management of the HQ Air National Guard occupational safety program, which is equivalent to a MAJCOM.

Duties

Serves as the HQ ANG Chief of Ground Safety Division. Provides technical and policy expertise regarding Federal, DoD, and Air Force programs with responsibility for safe and healthful working conditions consisting of numerous complex, multi-mission installations composed of diverse populations with numerous skills, missions, and operations. Plans, directs, and evaluates the HQ ANG's occupational and industrial safety programs for such diverse activities as aircraft acquisition, launch/recovery operations, special tactics operations, vehicle operations, ground support equipment, hazardous material storage facilities, etc. Exercises HQ ANG's responsibility for mishap response and investigation of all ground safety related events, as required by Federal, DoD, and Air Force regulations and requirements for which the command is responsible. Serves as the technical authority for HQ Air National Guard on occupational safety criteria for technical data, product/acquisition safety, and hazard abatement programs. Exercises supervisory military personnel management responsibilities.

Qualifications

This position is Centrally Managed by the Safety Career Field, PCS cost will be paid IAW JTR and Air Force Regulations, DNRP is not authorized. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Safety & Occupational Health Management Series 0018 and the Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes management of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health requirements sufficient to plan, direct, coordinate, and evaluate a diverse safety and occupational health program and advise key managerial personnel on courses of action affecting facility operations, work operations, work processes, human-machine relationships, nuclear surety and explosives safety (e.g., identifying, evaluating, and controlling a wide variety of nuclear surety and/or explosives hazards related to the full range of work operations) etc., which impact on the safety and efficiency of personnel, equipment, and the mission. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Federal, DoD, and Air Force principles, practices, procedures, laws, regulations, and current legislative issues which provide the capability to recommend substantive program changes or alterative new courses of managerial action requiring the extension and modification of existing safety and occupational health management techniques critical to the resolution of safety and occupational health management problems. Expert knowledge of federal, DoD, and Air Force safety and health requirements, methods, techniques, and procedures which includes: environmental safety, ground safety, hazardous chemicals and toxic wastes, radiation protection, fire suppression and protection systems, and mishap investigation and reporting; etc. Knowledge of organizational and functional responsibilities and operations of the employing organization to identify problems and develop innovative solutions; and the ability to research, analyze, interpret and apply rules, regulations, and procedures, plan and organize work. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards. Ability to coordinate and integrate the work activities of several organizational segments or several different projects and to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality of work. Ability to deal with widely diverse individuals and groups in gaining support for program goals and working out solutions to problems as well as gaining cooperation from others through tact, courtesy, diplomacy, and consensus. Ability to communicate effectively both orally and in writing, and through the use of computer software programs. Demonstrated ability to provide oversight and direction. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Expected Date of Discharge/Release from Active Duty
