Duties
This is an excepted service position that requires membership in a compatible military assignment in the DC Air National Guard.

The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.
Minimum Military Rank: E-7/MSGT
Maximum Military Rank: E-8/SMSGT
Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.
This position is located in an Air National Guard Wing or Comparable Safety Office. The primary purpose of this position is to perform work in a broad range of ground safety program elements such as, inspections/surveys, evaluations, mishap investigations, advisory safety services to tenant organizations and safety training.
Duties:
Evaluates a variety of complex, unconventional safety and occupational health problems or circumstances; determines risk assessment of the hazardous processes/ conditions identified; and determines applicable methods and procedures for controlling or eliminating hazards.
Evaluates site plans, layout, and definitive drawings pertaining to weapons/explosives storage areas and recommends design changes not included in the original plan and provides technical recommendations to eliminate or control safety hazards in the repair and maintenance of installation facilities and equipment.
Advises as to quantity, distance, and uses of weapons/explosives requirements for new construction or modification of existing facilities.
Identifies potential safety hazards to assure adequate fire exits, stairways, aisle space, adequate sprinkler systems, etc. Randomly spot checks construction sites and notifies contracting officer when safety violations or practices are observed (e.g., improper scaffolding, construction pits not safeguarded, improper use of ladders).
Plans, directs, coordinates, and evaluates activities necessary to the overall management of the ground and weapons safety programs.
Develops and provides technical safety training/instruction to supervisors, employees, and/ or unit safety representatives on a wide range of work operations areas, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, confined space, lockout/tag out and building evacuation procedures. Uses a wide variety of formal training materials, such as outlines, handouts, publications, films, exhibits, protective devices, and visual aids to provide and/or reinforce information related to safe work practices, accident prevention techniques, and mishap reporting requirements.
Performs other duties as assigned.

- Work may require occasional travel away from the normal duty station on military and commercial aircraft.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets and may be exposed to high levels of noise such as aircraft engines.
- Must maintain an Air Force Network License.
- Completion of the appropriate basic technical training school AFSC course is mandatory 2W171 or 2W071

Selected Reserve Incentive Program: Acceptance of this position will cause termination of Federal bonuses pursuant to respective Selected Reserve Incentive Programs (SRIP). This termination may be with or without recoupment of payments already made.
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

GENERAL EXPERIENCE: All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.
SPECIALIZED EXPERIENCE: Experience that prepares the applicant to perform the duties of this position and shows experience recommending measures and methods to correct safety and occupational health deficiencies. Preparing supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures. Experience performing or supervising functions such as receipting, identifying, inspecting, storing, reconditioning, issuing, delivering, maintaining, testing, and assembling guided or un-guiding munitions.
Education
For entry into this specialty, completion of high school or general educational development equivalency is mandatory. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified. For example, successful completion of a full four-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of subjects such as safety, fire prevention, industrial hygiene, or other directly related subjects is considered qualifying for the GS-05 level.
