Duties
This is an excepted service position that requires membership in a compatible military assignment in the DC Air National Guard.

The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.
This position is within the Safety Office at an Air National Guard unit. The Occupational Safety Manager has overall responsibility for a fully developed and diverse safety and occupational health program and advises key managerial and executive personnel on courses of action that will achieve mission goals with a minimum risk of injury to personnel and damage to property. At this level the purpose of the work is to assess the effectiveness of specific programs, projects or functions, and often involves the development of safety and occupational health criteria and procedures for agency activities. Work products impact on a wide range of agency safety and occupational health program activities.
Duties:
Advises key commanders and managerial and executive personnel of courses of actions affecting facility operations, work processes, human-machine relationships, and environmental conditions which impact on the safety and efficiency of personnel and preservation of government property.
Plans, directs and conducts investigations and analyzes of mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings and proposed recommendations. Work operations and environmental conditions involve a substantial number and diversity of hazards that include those with potential for significant severity and loss.
Evaluates new trends for policy development or for further inquiry and study leading to new methods for eliminating or controlling minor through extremely serious hazards to life and property. Coordinates with other installation offices regarding comprehensive occupational health matters affecting installation personnel and devises specialized operating practices involving diverse but recognized hazards.
Ensures and performs periodic inspections, assessments, evaluations, and surveys of facilities, equipment, and operations; and identifies deficiencies in the program and variances to the standard(s) using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with safety and occupational health regulations
Evaluates a variety of complex, unconventional safety and occupational health problems or circumstances; determines risk assessment of the hazardous processes/conditions identified; and determines applicable methods and procedures for controlling or eliminating hazards.
Performs other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

GENERAL EXPERIENCE: All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.
SPECIALIZED EXPERIENCE: Knowledge of psychological and physiological factors sufficient to develop a ground aviation safety education activity for supervisors and employees, to motivate maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modifications where required. Performed aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes.
MEDICAL REQUIREMENTS
For entry into this specialty, normal color vision as defined by referenced authorities.
Freedom from fear of heights (acrophobia).
No history of emotional instability, personality disorder, or other unresolved mental health problems.
No record of claustrophobia or claustrophobic tendencies.
No medical conditions preventing prolonged standing, repetitive movements, walking up to one mile, or walking up and down stairs.
