This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Positions in DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as senior level Psychologist, and a recognized authority in psychology, serves as the technical expert and Senior Behavioral Scientist for U.S. Army Insider Threat Operations Hub (USA InT Hub).
Duties
Planning, designing, and carrying out insider threat operations
Provide clinical consultations and assessment in regard to behavioral indicators that support efforts to deter, detect, assess, and mitigate actions by a trusted workforce
Advise on the planning and execution of insider threat analysis and risk assessments
Coordinate with the medical and behavioral science community both within DoD and across the interagency for legally available medical and behavioral information and assessments relevant to insider threat
Review of behavioral health and medical informational databases to glean relevant information to aid in on-going analysis within the limits of applicable Healthy Insurance Portability and Accountability Act (HIPAA) and privacy guidelines
Conduct complex innovative research requiring an extremely high degree of professional expertise to resolve critical operational scientific problems
Coordinate with other Research Program areas, Behavioral Health Consultants, and other subject area specialists for collaborative support on projects which require assistance

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Psychologist: Degree: Successful completion of a Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements below:
Specialized Experience: One year of specialized experience which includes collecting data for clinical interpretation, conducting comprehensive risk assessments, coordinating operational research, and formulating hypotheses utilized to prevent and/or mitigate insider threat or risk. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13)
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Licensure Requirement: A current, active, valid, and unrestricted clinical license to practice Psychology independently offered by a U.S. State, the District of Columbia, Commonwealth, territory, or jurisdiction is required.
