The primary purpose of this position is to develop, refine, advocate, and manage the combined strategic personnel research plan, and execution thereof, for the Assistant Secretary of the Air Force for Manpower and Reserve Affairs and the Deputy Chief of Staff for Manpower, Personnel and Services.
Duties
Develops, refines, advocates, and oversees Air Force personnel strategic research.
Provides leadership, direction and coordination in the development of Air Force Policy supporting personnel research, military personnel testing, personnel surveys, and occupational surveys.
Serves as Air Force Policy Representative to the DoD Manpower Accession Policy Working Group (MAPWG) Policy Committee.
Plans, develops, directs, coordinates, and monitors research activities and analyses affecting Air Force personnel selection and classification screening processes, AFSC entry standards, testing, personnel surveys, and occupational surveys.
Performs Program Element Manager (PEM) functions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Psychology Series 0180 to include Individual Occupational Requirements (+IOR).
BASIC REQUIREMENT:
Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. NOTE: You must submit a copy of official transcripts.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes 1) Providing knowledge of the field of psychology, with special emphasis in the sub-disciplines of applied research design, psychological measurement (psychometrics), and statistics, or extensive work experience involving the above activities. 2) Applying knowledge of computer applications in test development and administration and development and administration of surveys. 3) Administering a knowledge of DoD and agency directives/instructions for personnel management, testing, surveys, systems acquisition, and contract management, or evidence of extensive work experience involving these activities. 4) Providing knowledge of experimental design and applied research methodology as evidence by academic training in subject area or extensive involvement in planning and design of research projects. 5) Utilizing a skill in applied research management as evidenced by participation or involvement in planning and projecting required resources for research projects. 6) Communicating orally and in writing, networking with diverse organizations and functions; writing or editing comprehensive reports and papers for presentation or publication and communicating program and technical information to a broad cross-section of personnel including airmen, action officers, commanders, leadership, DoD, and public and private sector. 7) Developing, validating, and implementing selection and classification assessment tools. 8) Applying knowledge and understanding of missions, policies, and objectives of agency organizations, personnel programs, processes, policies, force management principles (e.g., selection, classification, utilization, sustainment, attrition/retention, testing programs), and agency research and analysis functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the field of psychology, with special emphasis in the sub-disciplines of applied research design, psychological measurement (psychometrics), and statistics, or extensive work experience involving the above activities. Knowledge of computer applications in test development and administration and development and administration of surveys.
2. Knowledge of DoD and Air Force directives/instructions for personnel management, testing, surveys, systems acquisition, and contract management, or evidence of extensive work experience involving these activities. 3. Skills in applied research management as evidenced by participation or involvement in planning and projecting required resources for research projects.
4. Skills in written and oral communication and ability to network with diverse organizations and functions; ability to write or edit comprehensive reports and papers for presentation or publication, and the ability to communicate program and technical information to a broad cross-section of personnel including airmen, action officers, commanders, leadership, DoD, and public and private sector.
5. Skills in development, validation, and operational implementation of selection and classification assessment tools.
6. Broad knowledge and understanding of missions, policies, and objectives of Air Force organizations, personnel programs, processes, policies, force management principles (e.g., selection, classification, utilization, sustainment, attrition/retention, testing programs), and Air Force research and analysis functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
