For more information please see: AcqDemo This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

Duties

As a PROGRAM ANALYST at the NH-0343-4 some of your typical work assignments may include: Serves as the Policy Interface Lead for the International Affairs Directorate (DI) responsible for assisting the Director for International Affairs in representing Missile Defense Agency (MDA) Director with the United States Government (USG) Interagency. Assists DI as the representative for Policy Coordination Committee (PCC) meetings, Missile Defense Executive Board (MDEB) Policy Committee, and as principal MDA interlocutor with OSD-Policy. Represents the Director for International Affairs in engagements with members or representatives of the USG Interagency, OSD, the Joint Staff, the military departments, Defense Agencies, and other governmental and international entities. Establishes/maintains relationships and communication channels with appropriate DoD, other U.S. government agencies, and foreign partner organizations. Analyzes and develops responses to requests for information, briefings, and guidance from OSD Policy. Supports policy planning activities to include development of strategic policy documents such as the Missile Defense Review (MDR). Serves as DI's lead for working special projects, including development of strategic messaging, support of MDA executive briefings, and review of MDA annual budget documentation.

  • Employee must be certified in the Security Cooperation Certification Program and achieve advanced certification in Program Management within 60 months on the job.

Qualifications

You may qualify at the NH-04 level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience with of U.S. National Security, missile defense policy/strategies, missile defense programs, and the Congressional Budget Cycle and legislative process. OR; Experience with of the functions of the USG Interagency, the Office of the Secretary of Defense, the regional Combatant Commanders, the Joint Staff, and the Military Departments and their roles in policy formulation and execution. OR; Experience with U.S. foreign policy and the national security policy-making environment and coordination process. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
