This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is assigned to the Program Executive Officer, Intelligence Electronic Warfare & Sensors, Position, Navigation and Timing (PNT) located at Aberdeen Proving Ground, MD
Duties
Serve as a Lead Program Analyst and expert advisor to Product/Project Management for assigned Army acquisition programs with specific emphasis on the cost, scheduling, funding, and program analysis.
Demonstrate knowledge of DoD Acquisition and Lifecycle management policies, procedure and practices.
Evaluate new or established programs to include program objectives, policies, work operations and progress, resource requirements and utilization, and division of resources between and within programs.
Prepares program planning and budget justification related documents for Headquarter Department of Army (HQDA) and OSD, and assures that documents present balanced, executable programs.
Represent the organization at meetings and briefings regarding assigned programs and projects.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level ll in the Acquisition Career Field Business Financial Management within 24 months of entrance on duty.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Then add your specialized experience. 1) Advising on program cost analysis, annual/multi-year and long-range fiscal/program planning, contractual, and/or commercial issues for key agency programs; 2) Performs analysis, evaluation and oversight of all aspects of the planning, programming, budgeting and execution of major Project Management (PM) programs; and 3) Initiates action to insure that cost and schedule procedures and policies are current and implemented.
