Duties
Serves as an analyst who has mastered the application of a wide range of qualitative methods to improve complex management processes.
Serves as the principle advisor, and recognized authority to the Director/Deputy Director Supply Chain Management and other senior DLA Energy officials on matters concerning worldwide fuel terminal operations and maintenance services.
Uses forecasting and cost estimating techniques to perform cost/benefit analysis of existing or proposed fuel storage and distribution systems, operations, and maintenance throughout the world.
Prepares communications to include but not limited to talking papers, fact sheets, memoranda, economic analyses, briefings, and informal presentations.
Initiates program management actions to implement recommendations.
Submits annual and midyear budget requests for terminal operations funds.
Monitors expenses to ensure program remains on budget.
Translates customer support requirements into contractor Performance Work Statement (PWS).
Develops technical evaluation standards to evaluate contractor proposals.
Serves on a technical evaluation team composed of Service and DLA Energy personnel evaluating contractor proposals for adequacy, completeness, and compliance with terms and conditions of the solicitation.
Conducts post-award oversight to ensure contractor is meeting requirements of PWS. Provide technical review of requested task orders.

Qualifications
To qualify for a Logistics Management Specialist your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Project lead or project manager on matters concerning worldwide fuel terminal operations and maintenance services matters related to fuel terminal operations and maintenance services.
Expert analyst who has mastered the application of a wide range of qualitative methods to improve complex management processes.
Possesses mastery knowledge with commercial and/or military fuel facility design, construction, and support requirements.
Ability to advise on aspects of fuel storage and distribution operations and maintenance for a mastery knowledge of legal and technical requirements pertaining to commercial and/or military fuel facility and service operations and maintenance including environmental, contractual, and personnel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
