Duties
As a Financial Management Advisor, you will:
Prepare special papers, reports, memoranda, briefing packages, etc., with general directions from the Deputy ACFO for Financial Management.
Act as "trouble shooter" on specific projects or as a surge/ad-hoc resource assisting FM division directors in defining and analyzing issues, verifying accounting, and auditing standards, determining the extent of a problem or risk level and the best resolution method or risk mitigation approach, and developing new or revising programs, policies, and initiatives. Engage with State, local, and non-profit officials in to resolve issues and mitigate risks.
Provide authoritative policy interpretations on business processes or functional system's design issues and compliance with accounting standards.
Identify operating policies and procedures to be developed or revised. Advise executives on the direction and allocation of resources for operation and administration of the agency's financial or mixed systems.
Lead key mission-related initiatives (including innovation) that cut across or are not readily associated with any single HUD office within the financial management arena.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Serving as an advisor developing procedures to assess compliance with federal accounting principles and standards, financial regulations, policies, and procedural instructions relevant to a financial management office (or equivalent); AND
- Analyzing the root cause of discrepancies or anomalies, assessing impacts of complex financial issues, proposing corrective actions, and implementing the changes.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
