Duties
You will perform or advise on work in any phases or systems of budget administration.
You will formulate budget and estimates to support plans, programs, and activities.
You will present and defend budget estimates before authorities, review and evaluate budget requests, and control and report obligations and expenditures.
You will develop, determine, and interpret budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations, and implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a comprehensive, detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations.
Experience applying a detailed intensive knowledge of policies, precedents, goals, objectives, regulations, guidelines of a functional area, and administrative and financial management systems.
Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding, and formulation of budget estimates for programs in which funding requirements have changed significantly.
Experience applying a high degree of skill in analytical reasoning, identification, analysis and conceptualization of budgetary problems and development of alternative solutions is required.
GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations.
Experience applying intensive knowledge of policies, precedents, goals, objectives, regulations, guidelines of a functional area, and administrative and financial management systems.
Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding, and formulation of budget estimates for programs in which funding requirements have changed significantly.
Experience applying a high degree of skill in analytical reasoning, identification, analysis and conceptualization of budgetary problems and development of alternative solutions is required.

GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate educationleading to such a degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
