This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq-Demo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, other military services.

Duties

Serves as a senior Program Analyst analyzing current and projected acquisition programs to evaluate actual or potential effectiveness in achieving objectives and in performing financial management duties of programs assigned. Reviews, analyzes, and interprets portions of program/system/project implementation and execution in order to program funding and manpower resources. Analyzes assigned aspects of new or established programs including program objectives, policies, and progress, resource estimates and utilization, program interfaces and other related financial matters. Identifies imbalances among program areas and monitors the execution of programs to assure that funds are properly allocated and are being spent in a timely and effective manner. Recommends adjustments such as redistribution of funds within assigned office. Performs a wide range of analytical, technical and advisory functions related to the acquisition process. Interprets regulations and directives promulgated by higher authority covering a variety of resource management disciplines and uses this information to establish, prepare, and disseminate policy and guidance to others. Attends and participates in conferences, symposiums, seminars, and educational meetings to keep informed of current and proposed techniques related to various aspects of financial management. Evaluates the effect of alternatives or corrective actions on acquisition programs or interrelated programs and on the overall utilization of manpower, funding, and material resources. Provides advice and assistance in resource and acquisition matters in the preparation of program documentation/briefings such as economic and cost benefit analysis and budget preparation. Determines information needed to show whether established programs do or will accomplish their objectives as effectively as possible.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Acquisitions Back- to- Basics- Selectee must meet position requirements for Practitioner certification in BUSINESS - FINANCIAL MANAGEMENT (BUS-FM) within 60 months as of entrance on duty.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 10% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1) Developing and executing budgetary requirements for acquisition programs; 2) Providing financial guidance to program managers to ensure programs adhere to organizational policies and procedures; 3) Utilizing technical knowledge of automated systems to execute funding requirements and to analyze data to develop solutions for budgetary issues; and 4) Communicating acquisition project/program funding status to identify areas needing emphasis and to ensure costs and schedules are accurately planned and executed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Acquisition Back to Basics: Practitioner (formerly Level II): This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (BUSINESS - FINANCIAL MANAGEMENT (BUS-FM)) certification within 60 months as of entrance on duty.
