About the Position:
This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).
This position is a TERM position. It is temporary and may be extended up to 6 years with a maximum of 8 years with approval.
Duties
Develop policy that supports the ongoing needs of multiple stakeholders to include service members, family members, service providers, and leaders.
Develop policies and strategies supporting the implementation and administration of short, mid, and long term strategic plans.
Oversee, conduct, and review existing programs and develop program alternatives, define necessity for change, document mission accomplishments and use of resources.
Review assigned programs for potential efficiencies based on joint service initiatives and/or federal partnership opportunities.
Perform data analysis to establish short and long term goals in addition to the development of measures used to determine program direction and resource allocation.
Prepare decision briefs, action memoranda, and other pertinent material and data to facilitate decision making by the Deputy Assistant Secretary of Defense for Military Community and Family Policy.
Present Department of Defense (DoD) positions, while influencing, negotiating, and securing support and to develop joint solutions in areas of concern.
Develop working relationships with military services and reserve components to resolve a variety of complex issues involving service members and their families.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- One year trial period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: One year of specialized experience which includes evaluating programs addressing the needs of service members and their families, developing policy of military community support programs, collaborating with stakeholders to develop strategic plans, and advising senior management officials on policy or procedural changes of programs addressing the needs of military families and their families. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
