NOTE: This is a TERM appointment. Appointments to this position, however, will not convey permanent status in the Federal service and will be for an initial appointment of 1 year. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail/reassignment if already serving at the advertised grade level on a permanent basis. This assignment may be terminated early or extended based on management's needs. The duration of the appointment will not exceed 3 years.
Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of the Assistant Secretary-Policy, Management and Budget (PMB), Office of Environmental Policy and Compliance (OEPC) in Washington, DC. The Office oversees the Department's compliance with environmental statutes, handles crosscutting environmental matters for the Department, and provides environmental and policy advice to the Assistant Secretary PMB and other members of the Secretariat.
At the full performance level GS-15 the major duties of this position include, but are not limited to the following:
1. Serves as the Environmental Data and Decision Support Branch Chief to plan, direct, supervise, and review the work of a group of professional, technical, and administrative employees.
2. Project management oversight to support data driven decisions using information technology and the advancement of an electronic information system to support data analytics in improving environmental review and permitting processes.
3. Advise and oversee the development and implementation of an electronic National Environmental Policy Act (NEPA) data management system to provide a standard Department data framework and geographic information system to monitor and report on environmental review and permitting processes.
4. Advise on, and lead the coordination with other offices, on the integration of existing systems, software, and information technology to support data management.
5. Lead a Departmental steering committee to develop, implement, and maintain an electronic NEPA data management system, including budgeting, operations and maintenance, contracting, and related aspects.6. Liaise with internal and external partners on data management systems and integration.
OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-15: $163,964- $191,900 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience.
Specialized Experience: To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Applying, developing, and maintaining environmental related databases to assist in monitoring and complying with environmental laws, regulations, policies, procedures, and guidelines for environmental processes.
2. Developing project proposals and contracting statements of work.
3. Developing, managing, and balancing project plans, budgets, and schedules.
4. Solving problems that relate to IT compliance requirements.
5. Project management for database systems and conducting data analytics to recommend process improvements.
