The Program Specialist serves as a member of the quality team that provides information and analytical support for Ralph H. Johnson VA Medical Center. The incumbent's primary responsibility will be to support the data analysis and reporting needs of the facility for performance measurement. The incumbent works independently and responds to requests for information and support from all levels of the organization, including senior level managers in the facility and VISN.
Duties
The Program Specialist works as a member of the Quality Management Service located in Charleston, South Carolina. The incumbent collaborates with program offices as needed to manage critical aspects of clinical operations and to design and development analytic studies, dashboards and scorecards. The incumbent helps develop and implement systems to assist the facility in providing oversight and review of critical functions required by all outside accrediting agency as well as VHA requirements. The primary responsibility will be to support the data analysis and reporting needs of the facility for performance measurement. To accomplish this, incumbent may consult with appropriate facility staff to understand customer needs, develop solutions, both in conceptual design and in coding, and ensure that the initiatives being delivered are of a high standard in terms of fit for purpose, design and code.
Major duties include but are not limited to:
Exercise initiative and collaborate effectively with complex and competing activities.
Support facility data development, analysis, data mining, and reporting and program development for clinical operations content areas.
Design and implement data reporting systems for retrieving and displaying statistical data from VA databases.
Participate in Joint Commission, OIG and may be assigned to accompany other external review surveyors through the "tracer process" and provide expertise regarding the medical record.
Perform quality audits of the medical record and is an active member of the medical records committee to ensure compliance with JC standards and VHA Directives.
Expert experience in the area of External Peer Review Process (EPRP) and able to provide education, develop reports and strategies to implement meaningful change.
Support the facility Performance Measure (PM) program by working in concert with the Performance Measure Specialist to develop new initiatives to improve quality care.
Assist in evaluating information and making recommendations for effective organizational changes, including those related to the collection and analysis of information.
Participate in organizational analysis for portions of key VA or VHA programs or specific local, VISN, or National projects.
Provide VSSC oversight for the total quality management of information delivered as well as specific ad-hoc reports and analyses.
Help develop training materials or other tools to assist facility staff and leadership in utilizing data and reports that are produced.
Monitor end user satisfaction to drive enhancements and increase performance.
Maintain project tracking for assigned projects including change control, documentation and notification to key stakeholders.
Develop and maintain data definitions for assigned reports in easily understood language, and in the format prescribed.
Perform other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The selective placement factor for this position is experience in Data Management.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: expert knowledge of VHA and Joint commission regulations/standards governing facility medical records and information management with emphasis on documentation requirements; medical terminology, anatomy and physiology and practical knowledge of the medical treatment modalities, procedures, surgeries, and disease processes; skill in interpersonal relationships to conduct interviews and gather data, interpreting and presenting this data in many formats; ability to communicate effectively, both orally and in writing, to present controversial and critical observations and findings to audiences of diverse backgrounds.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements & Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. Minimal travel may be required.
