Duties
Serve as an Environmental Protection Specialist for various Compliance Programs for the Directorate of Public Works (DPW), Environmental Division (ED), at Fort Carson,CO, and the Pinon Canyon Maneuver Site.
Establish policies and guidance and interprets Federal, State and Army regulations for the protection of air, water, soil, and ground water.
Manage the environmental media programs such as the Toxins, Environmental Compliance Assessments, Hazardous Waste Storage Facility Operations, Pollution Prevention Act, etc.
Direct tests for the air emission dispersion modeling to determine compliance with health screening levels established by state and health regulatory agencies.
Respond to unit spills of environmentally hazardous materials, visiting the release site, and evaluating the situation.
Participate with cross- functional teams to improve the overall posture and status of environmental programs.
Direct environmental personnel and contractors in the execution of testing projects.
Develop and conduct various environmental training pertinent to the requirements of current installation priorities and practices for all media areas as necessary.
Provide data to support budgets for assigned environmental program needs and prepares documentation to support request.
Manage resources throughout completion of the programs and projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Must be able to obtain and maintain a government vehicle operator's permit and drive up to 1-ton trucks.
- Must be able to obtain possess current HAZWOPER Certification within six months of being hired at the Government’s expense.
- Must take and pass a pre-employment physical.
- As a member of the Installation Spill Response Team, position may require individual to be on call and called back to duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report,OGE-450, upon entering the position and annually, in accordance with DoD Directive5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011
- A one year of probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience 1) participating in the development of environmental programs for the protection of air, water, soil and/or ground water; 2) conducting air quality activities such emission calculations, audits, annual inventory, dispersion modeling; 3) preparing environmental related reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field related to the position being filled such as environmental engineering, geology, environmental studies, environmental management, environmental restoration, natural resources management, hydrology, environmental remediation, environmental compliance, environmental science and sustainability, environmental policy, or related disciplines appropriate to the position (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
