About the Position: Serve as an Environmental Protection Specialist, GS-0028-12 with the Fort Carson Directorate of Public Works, Environmental Division, Installation Restoration located in Colorado Springs, Colorado.
Duties
Serve as an Environmental Protection Specialist (EPS) for the Directorate of Public Works, Environmental Division, Restoration Branch.
Responsible for the development, implementation, and oversight of the Fort Carson Installation Restoration Program (IRP).
Develop multi-year programmatic project execution plans and provide direct support of assigned environmental compliance and prevention media programs.
Work is executed in accordance with federal and state regulatory requirements aligned to meet Department of Army (DA) regulations, Installation Management Command (IMCOM) Environmental Funding Guidance, and Department of Defense (DOD) guidelines.
Primary mission of this position is to ensure that multiple cross-functional and inter-related program objectives for the environmental programs affecting installation operations are met.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to complete a Tier 1 background investigation.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R.
- As a member of the Installation Spill Response Team, position may require individual to be on call and call back to duty may be required.
- The employee must obtain and maintain appropriate occupational certification, including OSHA 40-Hour Hazardous Waste Operations Training, Advanced RCRA
training, and annual hazardous waste 8-hour refresher training.
- This position requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position up to and including 1 ton trucks.
- This position requires a pre-employment physical.
- The employee must be willing and able to travel on military and commercial aircraft. TDY/Travel may involve up to 10% of work time and mission dependent.
- This position is designated an "emergency" position in accordance with agency requirements; e.g., in terms of coordinating spill response actions and participating in crisis action team or emergency operations center activities.

Specialized experience is defined as: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes demonstrated experience 1) working with environmental program principles and procedures applicable to a wide range of duties in one or more program/functional areas; and 2) communicating with employees, managers, contractors, and others in order to establish effective working relationships; and 3) preparing/conducting briefings or training programs, lead conferences, and write reports and letters; and 4) interpreting regulations, laws, principles and methods to perform a wide range of contract management and resourcing.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
