About the Position: Located with Directorate of Public Works; Environmental Division at Fort Carson, Colorado.
Duties
Reviews manufacturers' technical information and calculates emissions.
Reviews engineering projects, industrial processes, Safety Data Sheets (SDS) of hazardous materials, and conducts site visits to monitor the Air Quality Control Program and to oversee new projects.
Manages and implements elements of Fort Carson's Title V, Air Quality Permit.
Responsible for development of annual program performance plans to include market research on project costs for implementation of projects undertaken by the air quality program.
Participates in installation environmental work groups to implement air program objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- As a member of the Installation Spill Response Team, position may require individual to be on call and call back to duty may be required.
- Incumbent must be able to obtain and maintain a valid State driver’s license and a Government driver’s license and be able to operate vehicles up to one ton.
- Business travel is occasionally required.
- This position requires a pre-employment physical and an annual physical once appointed to the position.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) interpreting guidance such as those found within state and federal regulations for protection of air quality; (2) preparing spreadsheets and reports; (3) conducting emissions analysis and identifying non-compliance trends; and (4) communicating issues and relaying information related to environmental compliance to program managers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Studies (NOTE: Must provide transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
