About the Position: Fort Carson is a United States Army post located directly south of Colorado Springs in El Paso, Pueblo, Fremont, and Huerfano counties, Colorado, United States
Duties
Serve as Program Manager for the Fort Carson Hazardous Waste Program.
Plan and prepares for facility improvements and initiates appropriate funding requests through Army channels.
Manage other environmental media programs such as Toxins, Environmental Compliance Assessment Team (ECAT), Storm Water Management, Water/Wastewater Quality, Air Quality, Pollution Prevention, Storage Tanks, and others as assigned.
Support management plans to ensure compliance with the Resource Compliance and Recovery Act (RCRA) hazardous waste permits.
Conduct internal audits to aid in correcting environmental practices and deficiencies for all environmental media areas.
Responsible for maintaining the installation’s RCRA Sub-Part B and Sub-Part X permits.
Signs manifests certifying the HW is packed and marked according to EPA and DOT requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A National Agency Check with Inquiries (NACI) Background Investigation is required.
- Temporary duty travel of 5% may be required,
- A one year orobationary period may be required.
- As a member of the Installation Spill Response Team, position may require individual to be on call and call back to duty may be required.
- This position requires a pre-employment and annual physical examination.
- This position requires considerable standing, walking, climbing, bending, crouching, stretching, reaching, or similar movements; may lift 45 pounds or more and/or carry moderately heavy objects.
- This position requires a 40-hour HAZWOPER training is required per 29 CFR 1910.120.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includesconducting environmental analysis or inspections of facilities and identifying non-compliance trends; communicating issues and relaying information related to environmental compliance to program managers; and developing all aspects of a hazardous waste (HW) program to include timely updating of all permits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9)

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Studies (NOTE: Must provide transcripts).

???????Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
