About the Position: This position is located at U.S. Army Sustainment Command, 406th Army Field Support Brigade, Army Field Support Battalion, S-8, Resources Branch, Fort Liberty, North Carolina.
This position may be filled at the full performance GS-11 level or at the developmental grades of GS-07 or GS-09.
Duties
Administer total budget, including all phases of program planning and analysis.
Analyze trends in fund utilization and prepares status reports depicting causes for major deviations from programmed targets.
Advise management on the proper use of funds, ensuring managers maintain adequate funding levels and controls throughout the year.
Manages the Defense Travel System (DTS) and Government Travel Credit Card (GTCC) program.
Formulate the operating program budget and manage and monitor fund distribution for the operation of the Brigade.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed Tier 1 background investigation.
- This position is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- You may be expected to travel for this position up to 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

GS-07 Level:
Specialized Experience: One year of specialized experience which includes: 1) Maintaining budgetary files; 2) Utilizing automated financial systems to track budgetary data; and 3) Assisting with preparing financial documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-05)

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, or Accounting. (NOTE: You must attach a copy of your transcripts.)

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR

GS-09 Level:
Specialized Experience: One year of specialized experience which includes:1) Utilizing budgetary type systems, such as GFEBS to process obligations for budget requests; 2) Preparing budget reports for management review; and 3) Assisting with tracking expenditures to meet funding limitations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, or Accounting. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Level:
Specialized Experience: One year of specialized experience which includes: 1) Providing regulatory guidance to management regarding the availability of funds; 2) Preparing reports relative to the status of funds and obligations; 3) Analyzing budgetary data to ensure resources are properly allocated throughout the organization to successfully accomplish missions; and 4) Utilizing automated financial systems to maintain financial data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, or Accounting. Time in Grade Requirement:

Education
