This position is located at the National Cemetery Administration in Washington, District of Columbia.
Duties
The incumbent is responsible for assisting in the overall planning of an effective NCA financial testing and training program; the implementation and improvements to the new financial and acquisitions system, policies, and procedures for the prescribed finance training, for recommending improvements to the existing system/training materials as needed; testing requirements, and for providing management with timely financial information and measurements on programs.
Develops and maintains training materials, quick reference guides (QRG), standard operating standard operating procedures (SOP) and micro-video's related to processes and procedures required for cemetery staff to successfully input transactions into iFAMS. Develops and completes reporting tools to measure successfulness of training deployed. Reviews and analyzes Departmental and Agency policies, regulations, procedures, and other issuances, particularly those related to entering financial and acquisition transactions into iFAMS. Reviews financial management policies, practices, and written agency procedures/training plans. Analyzes and evaluates current and long-range test plans for NCA financial management and systems operations training and prepares necessary development of the training curriculum. Plans, develops, installs, and evaluates pilot studies, performs regression testing and test procedures for iFAMS, either as a project or in collaboration with other interested VA offices and/or services. Analyzes and evaluates a variety of administrative management services essential to the direction and operations of the Financial Systems Oversight & Transformation Service (FSOTS). The incumbent utilizes extensive knowledge of iFAMS and understanding of the NCA principles, practices, methods, and techniques to provide direct assistance to the Director.
Writes, reviews and updates technical writing assignments that pertain to NCA financial administrative polices, operating procedures, handbooks, directives, etc. Conducts detailed comparative analyses between the documentation that currently exists and the new information that is driving the change; researches and learns the complexities of the changed information; and then transforms this information into readily understandable, easy to read language. Provides top-notch customer service to cemetery, district, central office and FSC staff as needed. Monitors group chats and reaches out to users who need assistance with entering documents daily. Actively participates in team oriented projects, teamwork includes: clear and concise communication when working with others; taking responsibility for tasks assigned and delivering them timely and accurately; practicing honestly and transparently to build trust amongst team members; actively listening and focus intently when others share their ideas, thoughts or feelings, taking the time to listen and understand how others think and work; collaborating to share ideas and to improve each other's work and help one another to form a good team; getting honest feedback by using constructive criticism to improve your strengths and weaknesses.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

The full performance level of this position is GS - 13. At the level GS-11 and GS-12, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-12: $86,962 - $113,047
GS-13: $103,409 - $134,435

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 06/24/2024.
